It's worth mentioning that in states/municipalities where the local authorities are cooperating with ICE, the criminal illegals who are already in custody and turned over to DHS willingly can be done on a 1:1 basis, instead of needing 10+ agents in full strike team formation.

In truth, he’s going back to what he originally promised. That being deportation of the violent and dangerous criminals. He’s also likely doing this because internal polling is showing that many Americans are not supportive of the tactics.

Sometimes, you have to retreat and appear to lose a battle in order to win the war.
A Pyrrhic victory to crush them would probably lose the entire mechanism to keep the operation going nationwide.
The Dems got the needed sacrificial deaths to change the narrative.
