There should be no restrictions if Russia does not agree to the same. Same rules for everyone.

You can't give Ukraine permission to shoot missiles at Russia if you want to strike a deal with Russia. That seems obvious to me but maybe I'm missing something.

He’s frustrated he can’t end the war. Russia won’t concede anything while they have the advantage and Ukraine won’t concede anything despite the disadvantage. This leaves Trump in the position only to pull out everything which will cause Ukraine to instantly collapse. Then will be painted as the man who handed over Ukraine.
That’s why Europe kept stressing no negotiation with out Ukraine because the original trying to broker a deal and make Ukraine agree but with the backing of Europe they refused.
