Well the Occupational Safety and Health Administration's whistleblowing procedures may provide a primer on whistleblowing in general, not quite on the same page as the Intelligence Community Whistleblower Protection Act, which provides a procedure for an intelligence employee to tattle on other intelligence employees and officials directly to congress.
But overall, agree with your point this person lacked personal knowledge about any of the underlying facts and would not fit your typical definition of a whistleblower.

I actually just read something the other day about a bunch of their leadership leaving the group. So I guess they still exist but barely. I don’t think they are anywhere near what they once were.

Yeah, that was primarily a copy/paste job for some general concepts that (should) apply to law...action-complaint-investigation-conclusion.
The main point remains that the motive seemed to be more of a headline than a true attempt to shed light on corruption. Unless of course it was all somehow a Trumpian attempt to bring attention to Biden corruption.

Idk, most of the old GOP guys I’ve voted for are pretty hated on here now like McCain, Romney
There’s little chance I vote GOP nationally though as long as Trump is leading the party, unless it was a candidate that didn’t agree with everything trump says or does.
