Trump re-certified the Magnitsky Act, which essentially hammers Russia with a whole slew of sanctions and boycotts.

What exactly is he not "implementing" with these other sanctions? What does this new bill actually "sanction"?

You're using the freaking Daily Beast as a source on this for Christ sake. Every link they source in their articles are just links to their other articles. They never actually supply outside sources. They just write shite and then keep referring to their previous written shite acting like this backs up all their claims.

Who else is writing about this topic and confirming the accusations?

Well...I did ask the OP for the specific section of code the author of the article claims Trump has violated. I haven't seen it yet.

A good question but they've managed to start implementing some additional North Korea sanctions signed after the Russia bill, so I suspect it's intentional neglect.

Unless he subsequently undermines Magnitsky in the same manner as Daily Beast is asserting here, and keeps Tillerson/Treasury from doing their jobs.

Keep in mind that Trump's campaign knowingly took a meeting with folks who outlandishly lie about Magnitsky and try to demonize everyone associated with it. Of course, the campaign may have taken it thinking they'd get info on HRC, but either way, it wasn't a good look.

I'm not a Trump supporter but I do have a remedial understanding of civics which empowers me to know that the executive branch has the authority to execute laws made by the Congress through the means it sees best fit.

I think we can all agree that the executive branch signing laws and then eroding their impact isn't exactly something we want more of, no?

Maybe not but that doesn't stop the act from being constitutional. And, from a historical perspective, this kind of thing happens all the time.
