Depending on the city, the "it's always them Bobo" are already on Southwest.
Had to return to gate in ATL because one got into it with a stewardess giving safety briefing as we were taxing to take off. Arrested but cuffs apparently didn't fit.

It would actually be more efficient, the government could send their welfare checks as spirit tickets and cut out a step.
