He was a speaker on college campuses. They’d never previously stopped a rooftop sniper threat on him before, why would they think a rooftop sniper would be a threat this time?
Kirk never sat behind bullet proof glass, wasn’t wearing a ballistic vest, and his team never had a Secret Service type of protection plan for him. He wasn’t the President.
Besides, we’ve all seen how slack the Secret Service can be.

Crazy how it’s a hot spot to people watch yet nobody was there besides the shooter on the day of the event. They also could’ve locked the door gate but didn’t.
