TOPS is 70% funded, should fully funding TOPS be the number priority

“My goal is to fully fund critical priorities of our state, most notably the TOPS program and transportation, but we cannot do that without making reforms and without additional revenue,” Edwards says in a statement. “This is a critical moment for our state, but I am confident that we can make the changes we need to so the priorities I have identified can be funded for the people of our state.”

They need 80 million MORE to fully fund TOPS next budget year.

"Though the governor presents a plan to the Legislature, lawmakers are ultimately charged with crafting an annual budget and could choose to fully fund TOPS if they cut elsewhere. Edwards’ plan leaves TOPS about $82 million short of full funding. About 50,000 students qualified for TOPS this year."

Is TOPS more critical than funding higher education, healthcare, and other essential state services that have been cut, or is it an enticement to get the middle class to support tax hikes?

Is TOPS less important than funding the Film Tax Credit to the tune of 180 million dollars each year? Apparently so because every year the Film Credit program gets 180 million dollars in funding, and in the recent past much more.

Edwards is pushing for higher taxes. The two main chips he is playing is TOPS and transportation.

TOPs requirements need to be increased to at least 28pts. With a stipulation that as soon as you lose it, you're on the hook for every penny you recieved. Also no probationary period where you can get back on tops after losing it.

One shot, that's all ya got.

28 is probably too high, at that range and a little higher kids are getting full or half scholarships at a lot of places. I think a min. of 24-26 is the sweet spot where graduation rates are still high and it's not still a gimme.

I'd also like the proposal that was nixed last year to be incorporated, mandatory of 15 hours per semester. If we are going to keep TOPs, we may as well up the hours and incentivize kids to get out on time.

How about this, tops only pays at the end of the semester based on gpa x hours?

No, TOPS needs to have the bottom tier taken away (the one whose qualifications are a 2.5GPA and 20 on the ACT, it's also the tier where ~72% drop out and it's about half the total cost of TOPS) and it needs to be means tested. After that, leave it the frick alone.

My wife and I worked full time jobs while going to college full time. I had the GI Bill and she took out student loans plus what education related bills we could pay from our salaries. Then after graduation we paid off her student loans within a year before we made any major purchases.

This is called investing in your education and life!

Why, is the govt responsible for providing for a young adults education. By law their parents have no legal obligation to pay anything for them after they turn 18 yrs old?

Why single out higher education only... at least with higher ed you getting some productive reciprocation plus helping money/ brain not leaving the state...

My kid graduated from mechanical engineering from LSU(no loan debt) and has a great paying job in Louisiana. She would have likely gone to school and employed out of state without TOPS.

I'm not against fixing TOPS with addressing standards and the type of degrees/ disciplines being used, but without it much of my money would have left the state. With Tops, Louisiana has an immediate productive citizen of this state.

As a tax paying citizen I would like to know what percentage of TOPS students take advantage of the program but leave the state or wasted the resources not following through with a productive degree.

Not many. Certainly not Mississippi, Alabama or Arkansas. They may scholarship programs but nothing on the scale of TOPS. We did without it until 15 years ago.

Wont eliminate the bottom tier as that has biggest effect on poor minorities. Thats the logic anyway. Poor smart kids are getting grants and financial aid anyway. They go for free as it is. Its you middle of the road poor minorities that they don't want to cut out. Your white middle class kid making a 27, is the one getting the shaft but thats normal. This is to some extent a for of welfare or entitlement.

Should the State give the Tops money to the universities so tuition can be reduced? Then it wouldn't be so hard to pay a cheaper tuition out of pocket.

Seriously. Why are taxpayers in Louisiana funding college education for anyone? Unless you gave a kid and are hoping to avoid paying for college, it serves no purpose that brings a benefit to the state.

I ask this question because I don't know the answer. When the Louisiana Lottery started all profits were supposed to go to education. Is this still the case?


Why not make it a requirement if you take Tops you must work in Louisiana for 5 years upon graduation. It makes no sense for the Louisiana taxpayers to educate a student only for them to immediately leave for Texas or some other state. We should some kind of a return on out investment.

I hear you but it's nice to have a program that actually does benefit the middle class.

I agree. Lord knows the return on investment in terms of roads, policing, etc. is pure shite for most of this state.

Is everything black and white? We live in a country that has many socialist programs that we have no choice in funding. People shouldn't be shamed for wanting to benefit from at least a couple of those programs.
