Obviously they mean officials of a state or non-state actor like the UN and not private folks or journalists.

Do you even know what journalism is? Up until maybe 10 years ago, no one would have blinked if corporate media did a similar interview. Somewhere along the line, I guess it became understood they are State Dept/Pentagon/CIA propaganda.
