I believe recess appointments are always an option, if they can't come to an agreement.. This is telling the rest of them, wake up and do the right thing or plan on being here for a long arse time.. Either way, Trump is gonna get who he wants..

They can stay in session and refuse to appoint and it just never gets done.

Getting his people in fast is the key to cleaning out the bureaucrat state.
This must be done in a blitzkrieg fashion because we've only got about 18 months. They could FA for 3 months with this and delay Trump getting his people in.
