In general it is a mental health or drug issue.

But no one wants to bring back state mental hospitals like we had in the 60s.

I think the mental health aspect is drastically overblown. It's more drugs and an increasing number of people who are attracted to the hobo lifestyle.

I think that they all should be shipped to New Orleans and let Mitch put them up in Tent Camps on the grounds where the statues use to be.

Yep. These are the people that opened a rent-free apartment complex for alcoholics with the only stipulation being that if you sobered up you lost your apartment.
