I don't know anything about their government, but as a local who has to drive through there on the way to Chicago two or three times a month I can tell you first hand that Gary is a grade 'A' irredeemable shithole. It's more casually called "Scary Gary", and for good reason. I wouldn't be caught dead having to stop for gas there, because I'd probably end up dead.
