This verse is the resurrected Jesus explicitly giving the apostles (the first priests) the authority to go out amongst the people and forgive people of their sins by power vested through Him by the Holy Spirit that eventually descended upon tuem at Pentecost. The apostles, and every priest after them, are granted that responsibility through the Holy Spirit.

The mormon church of Utah is Brigham Youngs cult...he was power hungry and wanted to take over the church in Missouri. I knew of someone whose great great grandmother was there when the masked man shot Joseph Smith. She was only 9 at the time but it was a small town where everyone knew each other and she claimed that it was Brigham that shot Joseph, she recognized his voice.
Brigham Young used Joseph's influence to make false claims so he could shape a church after his own lusts. Why do you think Joseph was killed? It was a power struggle between good and evil. Brigham re-wrote the book of mormon to suit his agenda. He also paid women to claim that they were Joseph's wives so he could continue to teach polygamy. Brigham lied about many things that he said Joseph never said nor did.
After Joseph was murdered, Brigham wanted to take over and persuaded some to follow him to the land of salt where he became like a dictator. People could not leave his church or his personal army, "the avenging angels" would kill them.
