The Logan Act (1 Stat. 613, 18 U.S.C. § 953,) is a United States federal law that criminalizes the negotiation of a dispute between the United States and a foreign government by an unauthorized American citizen. It is intended to prevent unauthorized negotiations from undermining the U.S. government's position.

Prohibited Conduct and Penalties. The law forbids any U.S. citizen, wherever located, from directly or indirectly engaging in correspondence with a foreign government or its agents without U.S. authority if the intent is to influence measures related to a dispute with the United States or to defeat U.S. measures. Violation is a felony punishable by fines and imprisonment for up to three years. The Act explicitly preserves a citizen's right to petition a foreign government for redress of personal injuries.
Enforcement History. Despite being in effect for over two centuries, the Logan Act has never resulted in a conviction. Only two indictments were ever issued, one in 1803 and another in 1852, but neither case was prosecuted. Legal scholars suggest the law remains rarely invoked due to potential conflicts with First Amendment free speech protections and the high burden of proving specific intent to defeat U.S. measures.

No, it does not meet the definition of treason. It doesn’t even necessarily violate the Logan Act.
US mayors, governors and other local officials routinely meet with foreign governments.
Mamdani was meeting with Iran, a country we were at peace with and were NOT sanctioning - until Trump reversed all of that last week.
In order for Mamdani to have committed a crime he would have had to go through with the meeting AND try to interfere with our federal government’s policies toward Iran.

These globalists types will start calling their cities "a city of the world". When they do, the US government shall cease any and all federal funds from that city and let the world fund it.
