Yes, and I'm not sure why he hasn't gotten that started, government shutdown aside.

Congress can pass Trump's entire slate of tariffs and make them legal. It can even give Trump a time frame for raising or lowering tariffs on individual countries if he can negotiate terms with them.

There's no reason to thread the needle with existing legislation, other than to flaunt authority.

Congress has to act, anyway. These "deals" Trump is making are worthless until Congress passes legislation to make them valid.

Laws don't work that way. Authorizing one thing doesn't authorize something else. And I gave an example of that exact thing being ruled Unconstitutional (Biden's use of HEROES Act and student loans).
