If there is mass looting and property destruction, then it is the fault of the city for improper planning. If you know what kind of culture you're dealing with based on all of recorded history, then you prepare for it, and then multiply it x 10 to really be ready.

Not my thoughts...Manslaughter would have taken more time, following some extended debate for the murder charge.
