The Republicans need to win both sides of Congress first. Which percentage wise they'll likely keep the Senate so. You're probably right, there won't be one

What would be an ok idea is invest 5000 in the market instead of giving people 5k. The investment is made in the name of the person but they cannot access it. Then, later, the government cashes it out back to the treasury and splits the gain with the person. Like a supercharged savings bond. Except it's funded in reverse and the gains are market gains.

Nah, he will deliver, he knows if he doesn`t it will ruin the 2028 election.
