The library is not a Holy Building. It's a library of ancient manuscripts that contains some hand written Qurans that authorized and credentialed Muslim scholars use for research.
The room is a small room with no signs or furniture other than carpets on the floor. Anybody authorized to use the library could go into the "Muslim room" and pray in there. They don't have a doorman checking to see who is Muslim. It's a scholarly library, not a Holy Building or Church.

Disclaimer: I’m not a fan of the room we allow them to use for prayer. The satanists can walk the several miles to go pray for all I care…
With that being said, Champagne has already covered anything that I would add here but to summarize.
-they didn’t “build” the satanists a room. It’s just a place we allow them to use while on their prayer brakes. Sometimes The Church can be too nice IMO.
