I'm sure the amendments to the bill to make it a loan will have provisions to protect against such an occurrence. Also what one POTUS does by executive order the next POTUS can undo by executive order.

They sign it to bring to the floor, they still have to give it a yeah in the public eye, lets see how it turns out.

Better do it quick I understand Russian soldiers biggest fear are "falling weapons" as ukes throw up their hands and rifles in retreat.
