Suburban folk actually vote. In droves.
Politicians on both sides are willing to let these things spiral out of control in the cities when it suits their purposes.
If it threatens families that consistently vote, they would tamp it down ruthlessly.

People in the burbs would shoot to protect their property and family.

Yeah breaking into and stealing from target when nobody is going to fight you is very different than entering a mans home who may have wife and child and will likely fight you to the death with their bare hands must less if they are even remotely prepared for a home intruder.
