Where are you getting that this will be paid in loans? Did Vance say that?
The clip of Vance I saw indicated it would be infrastructure investment, but I may have misunderstood him.

It says they maintain status quo for a period of time. It also states that once all of the stipulations are agreed upon they will dismantle their nuclear arms process forever. Did you read the entire agreement or just what you saw on cnn?

Its Trump's deal. We know if the Democrats take the White House in 28 they are going to tear this deal up and throw it in the trash. There's no guarantee a future Republican president will follow through on it either.

The agreement references “financing” which I took to generally mean loans. Which would make Vance’s comment about gulf states “investing” make sense. It isn’t a gift of cash. It is a loan/investment.
