By law the donations are required to go into a "Gifts to the United States" account at Treasury and are part of the General Fund. Specific donation to the Department of Homeland Security would require Congressional approval
Even an individual $7.5 million donation to renovate the Washington Monument required special legislation for the dedicated purpose.

I would think the GoFundMe organizer would not turn over the donations without specific Congressional legislation authorizing the funds being used solely for the wall.

If the fund got some sort of official, binding agreement from the fedgov that all proceeds would go towards the wall ASAP, it would EXPLODE. Guaranteed. As of yet, people may still be holding back due to the uncertainty. Drop a few bucks to make a point and show support, but if they knew for a fact it would go to the wall and nothing but the wall that shite would blow up in a very short time period.

Not true at all, people regularly donate to fund government projects - particularly goodwill type things.
The people on FB are either uneducated or making an effort to slow this down because they don't agree with it. Read the first several pages of this thread and how desperate the leftist posters on this site alone appear, it brought out several of them.

Furthermore, federal law states "gifts or donations of services or property of or for the Department may not be accepted, used, or disposed of unless specifically permitted in advance in an appropriations Act and only under the conditions and for the purposes specified in such appropriations Act."
That means any money raised by the campaign can only be accepted through an act of Congress specifically outlying the use of the funds.
