I would rent my space to my Leasing agency for $1 a month. They could put for lease signs in it or something like that.

So you think the increases from the 90s has something to do with the current real estate prices? This is also for higher tier homes, not typical investment properties. And lastly, you leave out basic cash flow, which is always in the red in California. Basing investment success solely off of appreciation shows you’re pretty clueless here.

So increased property values increase property taxes that price out businesses and their solution is to tax property owners in order to force them to rent out empty spaces that are already too pricey to rent out?

Everyone agrees that the permitting process needs to be overhauled, but that doesn't take away from the fact that the landlords are the crux of the problem here. Take for example the daycare on Divis... $14k a month, landlord comes in at the lease's end and says it's going to be $25k. In what world does a daycare have an extra $11k a month to cover this? That world doesn't exist. Now that spot will stay vacant until the voters' arms are twisted up so much that they either
1). Vote on a vacancy tax that will completely make this process of pure greed not worth it
2). Allow that landlord to open this place up to a corporate chain like Chipotle, which I'm assuming is the game here. frick that shite.
If this vacancy tax goes on the ballot it's gonna pass with a landslide victory, as it should be. Next up will be the momentum that appears to be gaining on changing the permitting process for small business owners. There aren't going to be any supervisors against that once something can be put in place.

If you want to provide an incentive for business growth, lower taxes. Offer lower tax rates on rental income for these properties.

I support this. There has been collusion between area property holders to artificially inflate rent. Many are from out of the country (Russia, China, Saudi, mostly).
Leaving vacancies make the area less safe, and results in a much less vibrant community. Food stores tend be chains and/or serve slop and many “California” type businesses (specialty bookstores, yoga stydios) have been driven out

You don’t understand who the landlords are. It’s not mom and pop’s who saved up to buy a little investment property. It’s massive real estate trusts, and foreigners who make money in slave labor countries (again, Russia, China, Saudi Arabia) and park their blood money here (where they outbid just about everyone who plays by US rules). They don’t need the rental income, so they won’t bother with tenants unless they provide guaranteed, inflated checks (corporate chains/banks). Empty storefronts are homeless magnets- it’s really bad. Let US citizens live and work in their own neighborhoods without paying out the teeth to foreign landlords.
