I agree in part but if this happened here and citizens retaliated or defended themselves any (D) administration who had jurisdiction would prosecute the citizens.

Yes they can. They are banned from being used as a domestic police force.
President can invoke the insurrection act and deploy them against insurrection , rebellion, civil unrest when local police are unable to contain or stop it. What’s happening in France would easily meet these parameters in the U.S.

We had this all during 2020 and nothing was done while cities burned. Military was not deployed.
