I'm really struggling to rationalize some uninvolved bystander having the instinct to immediately pretend he's guilty while begging cops to shoot him, so whatever shooter might be out there could get away.
Who does that?

Yeah, you correctly stated we are all just speculating.
My first thought before Robinson turned himself in was that an intelligence network was behind it. The distraction from the old guy must be considered.
So, yes, I was surprised this wasn’t researched further. Maybe it is being done behind the scenes.
