The Hayride: Did Cleo Fields Just Roll Jeff Landry?
Posted on 5/29/24 at 3:17 pm

quote:
That’s what it seems like based on this story quoting Fields at WBRZ-TV’s website…
“The chairman of a Senate committee key to Louisiana holding a constitutional convention this summer said Tuesday that a House-passed proposal setting out a plan will not win passage in the current legislative session.
Sen. Cleo Fields, a Democrat from Baton Rouge who heads the Senate and Governmental Affairs Committee, described HB800 as essentially dead.”
quote:
Fields is supposed to be Landry’s ally among the Louisiana Legislative Black Caucus. He quietly stood aside and gave tacit support for Landry rather than Shawn Wilson in last fall’s gubernatorial election, which was one reason Landry was able to win in the primary. And for that, Fields was pretty richly rewarded – he got the chairmanship of the Senate Governmental Affairs Committee, and that allowed Fields to essentially draw up his very own congressional district to run in – which is that snaky Rorschach test of a congressional district which starts in Baton Rouge and runs all the way up to Shreveport.
Landry signed the bill creating that district and his administration defended it in court, with the Supreme Court granting a stay in the lawsuit alleging it’s an unconstitutional racial gerrymander of a district – which it is. And Fields is now the favorite to win that congressional seat even if the nominal incumbent Garret Graves decides to run for re-election there.
Which makes Cleo Fields the most entitled, pampered politician in Louisiana. He might be one of the most – if not THE most – entitled, pampered politicians the state has ever seen.
Apparently his promises only last so long as he’s still being paid for them. Because now that he’s got a ready-made congressional seat, Cleo Fields is suddenly no longer an ally of Jeff Landry’s and he’s going to bury one of Landry’s most important priorities for the current legislative session and not even let HB 800, the constitutional convention bill, get a hearing and a vote in that committee he chairs?
That committee has six Republicans and three Democrats. HB 800 would pass out of Senate Governmental Affairs if Fields would put it on the calendar. He’s solely responsible for killing that bill at this point, if that’s what happens.
Now – there is another possibility, which is that Fields isn’t the one rolling Landry. Fields might be doing Cameron Henry’s bidding. The Senate president, after all, has been dumping on the idea of a constitutional convention this entire session, and what we’re learning about how Henry operates is sometimes he’s taking bullets for the Legislative Black Caucus, whose votes he solicited and won with promises of things like Regina Barrow getting to be Senate President Pro Tem, Fields getting to chair Senate Governmental Affairs and other goodies.
But other times, it’s them taking bullets for Henry.
And this might be an example of that.
Either way, we said it was patently ridiculous that a Senate with 28 Republicans and only 11 Democrats would have any committee chairs held by the latter. Fields ended up with one of the more consequential committee chairs, particularly when Landry had said from the beginning that he wanted to make structural changes to how Louisiana is governed.
quote:
This should never have happened.
People talk about how transactional Cleo Fields is. That he can be bought.
There’s an old joke about this. It’s that an honest politician is one who, when he is bought, stays bought.
Well, Cleo Fields doesn’t stay bought. And he’s definitely not an honest politician. Not even as a joke.
And barring something behind the scenes we haven’t heard about, it looks like Landry might well have learned that the hard way.

I'm sure Fields loves Jeff. Jeff just gave him a seat in Congress.

The fact that a Democrat who accepted bribes on camera got a Committee Chairmanship in the GOP supermajority Legislature tells you everything you need to know about our state government.

Why are Democrats heading important committees when the so-called "Republicans" have a super majority in the legislature?

Because someone made a deal with Cleo back in the Summer of 2023.

It's more this.
Cameron just rolled Jeff. And he did that because Jeff is not forthcoming about what he wants to change in the constitution. So good for Cameron.

It certainly says a lot about Jeff Landry. Nobody trusts Cleo Fields. Not democrats, not republicans. He’s way more corrupt than average. And the fact that Jeff Landry is beholden to Cleo is a rather stunning state of affairs.

We need a new constitution. We don't need a new constitution written by Jeff Landry.

The Hayride is often a pretty shitty rag. However, this take regarding Cleo Fields and Cameron Henry is spot on. They finally joined the party after everyone had figured this shite out already, though.
The strangest thing is that Jeff Landry would have won the seat without Cleo Fields backing off on showing support for Shawn Wilson. He likely would have gone to a runoff, but he would have ultimately won.
If you lay down with dogs ...

Thing is, its not talk. The guy was caught by the FBI stuffing bribe money in his pockets, on camera.
But Garrett Graves endorsed Waguespack, so Cleo and Hakeem Jeffries get another seat in the House.

It's a combination of both deal-making and political personalities.
Cameron Henry isn't the biggest fan of Jeff Landry's authoritarian streak (as shown in many of the bills that have been filed and passed this legislative session).
Cameron Henry likely made a deal with the black caucus to become the Senate President (which made him beholden to providing them a few chairmanships and seats on powerful committees - Finance, Revenue and Fiscal Affairs, and Senate and Governmental Affairs). Jeff Landry also entered into a pact with Cleo Fields to get the governor's mansion without a runoff.
That, by default, gave Cleo Fields a lot of power both in becoming the chairman of the committee that drew the new congressional map and also helped him with dealing with Henry to hold the Con Con bill in committee.
There is no honor among thieves.

I think Jeff fancies himself as ole Huey P Landry, or wants to be the Republican version of, but he (thankfully, at least not yet) doesn’t have the stroke of Huey and Edwin Edwards. He’s in over his head if he’s been making deals with Cleo.
Say what one wants about Cleo Fields being POS, but the dude is a masterful politician in playing the long game and getting what he wants. Dude got a Congressional district made for him in the 90s, won, served four years in Congress, got re-districted out, and 28 years later is about to make his grand return to Washington, D.C.
And don’t be surprised if he doesn’t figure out how to get a deal or two cut for himself even amongst a potential Trump Administration and Republican House Speaker.

Constitutional convention will be called when 2/3 of states decide.
Balanced budget and term limits are all that are asked as of this moment.
And, just bc I always take the opportunity, frick Cleo fields.
Dude has openly stole from dept of revenue in the 90’s, southern in 2000’s, and now will be in Congress. What a state LA is!

This is referencing a constitutional convention to change the Louisiana constitution, not the federal constitution.

Apparently not.
Still, frick Cleo.

Absolutely. And I’m glad someone apparently has the balls to hold Jeff in check. At the beginning of session, it looked like they were all gonna tuck their tails and let Jeff run all over them.
