We are asked this in other states as well. Newsom wants to extend the use of our remaining nuclear plant as we transition. He also knows that some people will not conserve but there are those of us that will. Every little bit helps most of the time.
Rolling brown/blackouts are not common but they are used when needed. If this occurs it's better to have a couple of hours without power than a whole day or even days.

12. They are asking you not to charge your car during peak hours, 4 pm to 9 pm.
My Tesla charges overnight when energy use is low. And by 2035, the infrastructure should be much better than it is today.

Cali isn’t spending on infrastructure now and they are pushing hard for large draws of power for electric cars.

It's fricking 95 degrees here, with high humidity, from mid April til
mid October. And we've never had rolling blackouts, or been told how high to set our thermostats.

Maybe it is just a coincidence but a streamer I was watching earlier from California had to end their stream because of a power outage.

I had some stock in a company named Morant, an offshoot of Georgia Power (SO NYSE).
Around 2000 or so, California was in a similar crisis. Morant was unable to fire up power plants in California because of environmental concerns, but provided electricity from plants outside their border. This caused the price to go up.
