Not exactly.
For instance, if you have free will and make a movie. You had options while making the movie. You determined the outcome... the actions.
Once the movie is made, its outcome is set in stone. But you still had free will in making it, even though now you can't change it.
It is a belief of some scientist that time exist all at once kind of thing. Everything happens at once etc etc.
So our life has already happened IF you must put a time stamp on it. So, you already choose and in that sense, you have free-will but you have already made your entire life of choices.
Hope that makes some sense. It is a books worth of science and philosophy all in one tiny post.

Butterfly Effect and Chaos Theory are different concepts. One is forward looking. The other rearward.
Regarding chaos, measurable results still become statistically predictable, so the term is a bit of a misnomer, and your rationale for rejection of it may not be as sound as you imagined.
