If you ever watched that TV show about Customs and Border Protection you’d know this is SOP.

As per the article - it is not uncommon, and this was written before Trump's second term began.
Further the protocol is detainment when refused entry under the ESTA:

Yep. When I go to our Canadian facility those fellers ask me what my business is there, the name of the company and how long I’m staying.
I always print them my hotel reservation. Makes it easier for them.
I do like their stares though like they are trying to see your lying eyes.

Hardly a poor decision. You don't just show up in another country for an extended period and not have a place to stay. They were planning on 5 weeks in Hawaii and who knows how long once they reached the contiguous 48. Broke laws? Perhaps not, but they broke the rules.
