Much mfg has already fled China, and theyre not coming here. Theyre going to Vietnam, Mexico, etc.

Tariffs off set the "human rights" costs that other countries ( China, and Mexico for example do not have. The period of time you are referring to didn't have minimum wages, unemployment insurance, workers compensation insurance, social security, OSHA and all of the federal regulatory agencies, product liability insurance, fire marshal and health department inspections, local business taxes and building codes, etc. All of these cost have to be built into US Made products and services. They do have the corrupt politician fees, but they are not as expensive as the US. Add these cost to any product or service sold in the US market and not just businesses located in it.

Tariffs should always be a last resort.
Talk to American businesses and see what their gains are by outsourcing our work overseas. They're going to tell you A) corporate and payroll taxes and B) regulations.
Fix those two issues you saw most of the problem.
I'm not against tariffs poor countries that are purposefully manipulating currency or wages. But we are never going to be able to compete with China in India in the wage war.
So figure out what Americans can do better and more efficiently. And promote businesses going that direction.

But they are going to complain about 200 billion in tariffs being inflationary to their imported goods.

Income taxes are magnitudes more detrimental and inflationary in the current U.S. tax scheme.
And the same people that don't want consumption taxes on imports support the Fair Tax which is a consumption tax on everything.

Tariffs used sparsely to influence behavior are ok. Tariffs on too much will just lead to a tariff war.
Steel, drugs, and tech are areas where we may have to use some aggressive strategies.
Can’t be relying on enemies any longer IMO.
