Wonder what percent of those needing evacuation actually are sheltering in the zone depicted. If they are more widely dispersed across city that notional COA graphic would be useless. The thing that doesn't seem to be acknowledged in any of this is the individual responsibility and that of companies and NGOs to get themselves out on a prudent timeline. Everyone supposedly saw this coming so why didn't they (AMCITs) procure travel (excluding the SIVs that couldnt) before the chaos ensued? Worst case is always when state orders evac and requests NEO late (usually to avoid signaling crisis/local govt failure) and AMCITs reluctant to leave until too late. State doesn't have good #s needing evac in these scenarios because they are private citizens not gov't employees. You never know exactly how many are in a country and if they'll ask for repatriation.
