You laugh, but when I did my CERT training the first thing we learned about dealing with triage after a mass causality event was:
"If you can hear my voice, come to me." The people who responded to that were given the lowest need level (green) and they were grouped into an area. They were also asked to help with other more serious injuries. Like helping to carry an injured person to an ambulance or to hold pressure to an open wound.
It was the people who didnt respond who had more serious injuries that we had to look for.

I mean George Floyd obviously had something going on. The dude died. That doesn’t mean Chauvin was responsible. Henry Nowak said he couldn’t breathe and he was stabbed numerous times. I believe him.

Yeah, the first aid guidance in the OP is for food or material lodged in someone's throat and not for collapsed lungs or someone lying on your back actively choking you.
