well it's not incompatible with OP. it more shows degrees of cultural separation and their effects
eastern european culture isn't the same as western european culture, especially areas that came under hard Communist control. things like valuing life, corruption, etc. are just different than western European standards. once the USSR dissolved these issues were amplified during the transition and it was probably worst in the Balkans (b/c Tito did a good job of keeping Yugoslavia somewhat nationalistic). we all know what happened during this transition period
however, this also shows that even within the same pathological spheres (organized crime in this instance), Eastern Euro/post-USSR culture is still WAY closer to Western Euro culture than the current migrant hot spots. hence, the insane increase in violence associated with these criminal efforts/organizations
