100%. I sincerely was hoping we would get a deal done today. It makes no sense. The deal was fantastic for Ukraine. Yeah, we would get 50%, but we would also be the ones paying for the infrastructure necessary to excavate it + providing the security guarantees (security guarantees werent on paper but the deal would be meaningless without them eventually coming into play)

The people of Ukraine may have an opinion. The deal was supposed to set up a civilian only mining town that Russia could not cross. Zelensky getting mouthy to the US may be a really bad look back home. The people fighting likely want it to end
