Possibly, but it would be hard to pin down. There has to be a buyer and a seller for each of those transactions. It's a lot of trouble to cover up the commission being a bribe.

A couple of observations:
1. Some people making comments about New Orleans mayoral issues who don't really know anything about the city's politics. Btw, Mitch has done a good job.
2. If the Republicans seriously try to make this residency thing an issue, they may as well concede the race to Mary and focus their resources elsewhere.

That's like saying he's the skinniest kid at Fat Camp.
Still though, since he has been Mayor the city of New Orleans has done a 180. Under the last year or so of Nagin's administration no other departments received any direction from City Hall. This caused depts to become their own little fiefdoms. One of the biggest issues Mitch had when he walked in was having to strong-arm all of these entities back into line but do so in a way that produced as little push-back as possible. Sometimes it was diplomatic but at others it was "do it or I will find someone else who will".
He's not a saint by any means, he's a politician through-and-through (he even has a guy who jokes that his job is to follow behind Mitch to apologize to the people he pisses off), but to say he hasn't done good work in New Orleans is just ignorant or purposely wrong.
