If the government demands you shut your business down, they should reimburse you.
Also to get the paperwork and especially get it forgiven you had to prove you kept people on your payroll and paid them appropriately.
The ppp was given out with the knowledge that it would be forgiven if certain requirements were met.
How does this compare with a student loan?

What sucks about American politics is that people have a problem with taxpayers giving money to things that don't affect them, but perfectly okay receiving that same "handout" from the government when it's them.

Sure. Use your own money to pay employees while you’re mandated to shutdown by the government. Liberal logic strikes again.
The entire premise of the PPP was to keep people employed while the business was shut down or limited.

Only 60% of it had to go to payroll expenses to get it forgiven (and that doesn't necessarily mean pay to employees). The other 40% they could simply pocket as revenue.
