Yeah, no way they get even a small fraction of that. If he serves the full amount of time that he's sentenced to, then there's no further obligation for him to pay the 12 million restitution anyway, in connection with the criminal matter. Now, could that monetary obligation continue on beyond the life of the criminal case? Yes, the government could seek a civil money judgment against the guy, but you know what they say: can't squeeze blood from a turnip.
