An extradition treaty streamlines the process but the lack of one does not necessarily mean that they won't extradite. Aside from our very bestest pal Israel it's a short list of countries that might give him asylum from a determined US extradition effort. Even with Cuba, Venezuela, NK it's a coin flip. Access to the American consumer is big fricking stick if you're willing to swing it. Israel would be his best bet if it wasn't for that pesky actual, real-life Nazi thing. And the Israelis understand politics. They know they're already on thin ice with both Trump and the American voter.
