The public affairs staff should have warned them this was going to occur and what the proper protocol is. I could line up 100,000 average citizens and maybe (maybe) twenty would know what “retreat” is and what is the proper way to respond.

Yes, he was indoors. The event was indoors inside a hangar building. The purpose of a hangar is to have a place for large equipment that is indoors.

Ive been to plenty events in hangers that were considered outdoor events. You have your cover on and everything.

I have been to plenty of events in hangars that are considered indoors, even though the military personnel are wearing headgear, so your experience is not dispositive.
BUT if your decision is to take your own singular experience as dispositive of the issue, then, I respect that.
If, in your world, indoors is often actually outdoors, how can I argue with that?
