Jeff Landry has been working on New Orleans.
I think that looking at per capita has a basis. It's useful, but when you look at just numbers, some of the numbers Chicago puts up are just flabbergasting. Im sure NYC and LA are in the same boat, but they're almost too big to take on unless it's directly a sole focus.
That's just my guess. I don't really know. If I were President, I'd say let's go fix Memphis and St Louis first. They SHOULD be easier and we can use what we learned for the bigger cities.
