It makes sense in a way to go to blue cities in red states. At least Trump would have the support of the governors. But it does make sense to go where the highest number of of people are being liked regardless of the rate.
Trump goes to blue cities in red states opens him up to criticism that he’s ignoring the blue states. Hard to win.
Go to the worst problem might be best option. Chicago.

I will post this for the tenth time. The FBI has swelled its number of agents working St. Louis to try to attack St. Louis’ violent crime problem. Why has no national media picked that up?

New Orleans’ murder rate is much higher than Chicago (as rate is defined and colloquially used). Chicago’s murder total is much higher.

Per capita? Yes. 46 per thousand residents (New Orleans) is much greater than 24 per thousand residents (Chicago)
