It's simple Fanni is using the tactic to beef up bull shite charges on associates and give them awesome plea deals.
So instead of sitting in court for a year, spending millions in lawyer fees, and risking decades in jail she'll offer you probation and to help the case on her main target.
It just means her cases are extremly weak and she needs his associates to flip to give her an actual case and they don't agree she'll use the courts to destroy them by impisioning them or finacially.

Georgia has a strong enough case to scare people into pleading guilty.
Those who plead guilty are agreeing to testify in court.
That testimony will harm all co-conspirators who are not testifying.
So you have a strong case, co-conspirators pleading guilty (admissible in court) and then testifying against their former colleagues.
This is real, no joke legal peril for Trump and those around Trump.
