The 2019 census.gov for Whitefish Bay showed a decline from 2010 to 2019 in population.
As of June 2021, the Census.gov website still didn’t show the number you listed. (You can check it on the wayback machine.)
Then, presto, Whitefish Bay went from losing population from 2010 to 2019 to suddenly gaining population from 2019 to 2020. Then, from 2020 to 2022, they “lost” population again. Quite the bit of flux for that little community.
