Is she talking about prosecuting people doing things that are illegal or unconstitutional or is she talking about randomly going on witch hunts? There is a difference.

Her wish is for young people, presumably innocent and just wanting to participate in the political process, to be in fear of prosecution for working in Republican administrations. It doesn't take a Southern Law grad to figure out what she is saying.

Well, in her world view, anything done that's not in line with her political ideology is illegal or unconstitutional, so it's a moot point regardless.
So no, there's not really a difference.
