Those places have to hit rock bottom before they will finally see they made a mistake. San Francisco is still a shithole but they’ve apparently started reversing some of the insane policies they’ve had in place. It’s at a snails pace but it’s progress.

This is just like so many other things. We will do things to "curtail" the side effects (to appease), but we won't fix the root of the problem.
