This certainly implies the president as CiC has the power to declassify also.

Not only non-national security information but national security information too.

You can't magically delicious think things from classified to unclassified.

He just did by providing the link above to the Memorandum to Declassify the Crossfire Hurricane documents. Trump did that while he was active POTUS.

If you are saying that there is some process that someone other than the president dictates, then you are necessarily saying that someone other than the president has the power to declassify since that someone else has the ability to limit the president's ability to declassify with "process"

YES, you are. That's the whole basis of what the FBI is saying.

Did you know the picture that was leaked where the documents had the SECRET and TOP SECRET placards placed over them were placed by the FBI for the photo? Those were not attached to the documents, the FBI brought those and placed them on them.
