It's not just the rulings, it's the refusal to stay orders that they know will be challenged.
What’s that means, for the layman, is that a district court will almost always stay implementation of something new, when the legality of that new thing has been challenged, provided that the other standards of a TRO have been met.

Every judge on the planet has leanings. Maybe they lean towards plaintiffs over civil defendants. Maybe they leaned towards the prosecution over criminal defendant. maybe you’ve seen enough of their constitutional opinions to know whether they are a textualist, an originalist, or a living document aficionado.
and if the lawyer is competent, he takes it into account when deciding where to file his lawsuit.
