DNI is a member of the Executive Branch and reports directly to the President. He doesn't need the permission of Congress, Schiff or any committee to run his department. His only constraints are budgetary. He can hire, fire or reorganize with impunity.
This is a pure publicity stunt and Grenell would be well within his rights to tell Schiff to frick right off.
