'When' doesn't matter. The Repub RINOs are feckless and inept. The Dems are committed to defying Trump on everything. The Republicans should have NUKED the filibuster rule early in Trump's term. It is their EXCUSE to sit on their hands. And so, the lunacy will continue.

SAVE Act is as dead as a doornail. I can't believe so many people on a political talk message board can't see this. It has never had a chance. It's all election year theater.
The fact that 75% of voters across both political parties and every race and creed supports Voter ID and the Congress won't consider it in any serious way tells you everything you need to know about your government.
