The problem is if they break up the conspiracies, only the specific conspiracy that cover the MAL raid can be brought in Florida. The others will likely be in DC.

That was the whole point of the GTOE, to make it one 8-year long conspiracy covering hundreds of defendants, just to have the conspiracy include the MAL raid so they could avoid DC for everything.
