Why do people care so much about the other guy conceding anyway? It doesn't change anything.

Well, he lost by .7 percent. The margin that calls for an automatic recount is .5%. He was waiting for the overseas military vote to be counted, hoping that that would either make up the difference or at least push the margin to less than .5% which would trigger the auto-recount.

Which would indicate that the overseas military vote did not go as he'd hoped. It was a stall tactic that cost him absolutely nothing.
